Phil Spencer is the head of Microsoft's Xbox division and, with his position, has certain privileges as he probably should be the first person in the world who already owns a Project Scarlett in his home to enjoy the comfort of his home from home. next-generation console that Microsoft will launch in late 2020.
It was Phil himself who shared the news with the community through a tweet in which he claims to be “having a scary / explosive / fun time” with the new console, predicting that 2020 will be “an amazing year”:
“It started, this week I brought my Project Scarlett console home and it became my main console, playing my games, connecting me to the community and, yes, using my Elite Series 2 controller, having fun (explosive, scary). Great teamwork, 2020 will be an amazing year. ”

Also remember that Phil can play perfectly any Xbox One game on Project Scarlett as it is fully backwards compatible, so it is not uncommon for him to play current titles to continue interacting with the community and, incidentally, testing the likely new interface aspect and other social systems that will accompany Microsoft's next-generation console.
